The player may add Positive Political Points prior to rolling, deduct +PP from your records. Apply other bonuses the player may have then roll. The top row is the roll result, the bottom row is the number of Farmland territories required to grow 2 produce Units.

NOTE: As long as the player has one Farmland territory, regardless of the roll result the player will receive at least one Produce Unit. So if a player rolls a 1 and did not add any +PP's so that the result is a 1, and the player does not have enough Farmland territories to satisfy the growing of two Produce Units, the player will at least grow one Produce Unit.
